Job Description


The Senior Vice President - Affordable Housing Compliance position will oversee all compliance and marketing/advertising efforts across AGPM’s national portfolio of assets owned and managed.  Thorough understanding of LIHTC, resyndication efforts, income averaging, fair housing, PBV/HCV Section-8 management, AOC, and exceptional knowledge and experience in affordable housing is required.


Responsibilities include, but are not limited to:

  • Charged with the day-to-day implementation of compliance policies, procedures, and programs in coordination and conjunction with the company’s goals, objectives, and overall strategies.

  • Conduct all business in accordance with company policies and procedures, Fair housing, Americans with Disabilities Act, Fair Credit Reporting Act, and all other laws pertaining to apartments.

  • Ensure that all rents are processed correctly and in compliance with company and agency standards. Ensure that all lease files are complete and in compliance with all agencies.

  • Must strive to attend and participate in outside or in-house activities, meetings, organizations, regulatory agencies, etc.

  • Maintain records on all aspects of management activity on a daily, weekly, and monthly basis.

  • Submit required reports to AGPM Partners and investors on a weekly and monthly basis.

  • Shall perform the following (but not limited to):

  • Keep up to date on all new IRS regulations as they relate to tax credit properties.

  • Keep current on all changes to Section 8 and fair housing standards/compliance.

  • Approve all new move-ins at tax credit properties.

  • Conduct file review prior to management reviews.

  • Per-qualify resident at acquisition of tax credit properties.

  • Special projects as requested by Chief Operating Officer and Partners.

  • Conduct in-house training as needed.

  • Report on any problems noticed during visits to properties.

  • Hire, separate, train, motivate and supervise staff in order to achieve operational goals of assigned properties.

  • Conduct on-going training with property staff; e.g., MOR Review, REAC, tax credit, Section 8, etc.

  • Responsible, at all times, for a positive and prompt response to requests from building residents and for the implementation of      ongoing contract programs to constantly assess resident needs and to assure problems are being solved promptly and to the mutual benefit of the resident and the properties.

  • Maintain positive customer service attitude.

  • Periodic inspection with residents of move-in/move-outs and causes.

  • Prepare Rent Income Sheets – and analyze FMR trends established by HUD to maximize GTL revenue opportunities.

  • Engage PHAs for Payment Standards that are in-line with FMR established by HUD on HCV renewal and new move-ins.

  • Manage AOC  process – ensuring timely submissions across assets located in 12 states.

  • AGPM has not been issued an 8823 in 20+ years – the Senior Vice President of Compliance is expected to maintain and extend this record.

  • Assist with 8609 preparation and submission for new-construction assets.

  • Review, analyze, and manage LURA requirements for each property – establish controls to ensure compliance short and long-term.

Additional Knowledge, Skills and Abilities:

  • A broad understanding of affordable housing and ability to understand the details of, and advise others in, Low Income Housing Tax Credit program regulations.

  • Familiarity with various subsidy and grant. programs such as HOME, Section 8, PBV/HUD, SAIL, etc.

  • Strong real estate financial and analytical skills, including underwriting/deal structure, comparative analysis, audit review and identification of underlying performance issues.

  • The ability to lead groups of diverse stakeholders (GP/PM/legal counsel/state agencies, investors) through project level discussions.

  • Strong negotiation skills with demonstrated ability to work through complex issues, not only understanding our goals, but also acknowledging the goals of the person with whom we are negotiating, determining their motive(s) and minimum needs, and negotiating for a win-win outcome.

  • Ability to work independently and multi-task with competing deadlines during peak reporting times.

  • Possesses critical thinking skills, offering opinions and a decisive course of action based on analysis of the fact set, drawing on internal staff across the department and/or business lines to support final recommendation.

  • Incumbent is expected to demonstrate strong ethics in interpersonal relations and work as an effective, collaborative team member across AGPM and it’s affiliate companies.

  • Requires at least five (5) to ten (10) years’ experience in Section 8 compliance and/or tax credit compliance. Proven verbal and written communication skills.

  • Must have background in supervision and successful track record of accomplishments. Strong verbal and written communication skills resulting in the ability to communicate effectively with a variety of team members.

  • Must be well organized, detail-oriented, with sound management principals and excellent people skills. Organize, manage, and track multiple detailed tasks and assignments with frequently changing priorities in a fast-paced work      environment and maintain accuracy on completed work.

  • Must be proficient with a computer and all Microsoft Programs and Property Management Software.

Experience & Certifications

  • Industry relevant undergraduate degree and/or CPM® Certification, HCCP Certification, or other industry recognized designations/certification/license.

  • 10+ years in high-level affordable housing compliance role(s)

  • Bachelor’s degree Required – Master’s Degree Preferred
