About Poplar Development Group

Founded in 2023, Poplar Development Group (PDG) was born out of a shared commitment to strengthening communities through high-impact housing solutions. Specializing in both new acquisition rehabs and preservation-focused revitalizations, PDG works across the country to transform multifamily housing—while targeting value-add opportunities and high-growth markets throughout the Southeastern United States.

Guided by a People First philosophy, PDG’s mission is clear: to protect and expand access to quality, affordable housing. Backed by the operational strength of our affiliate organization, we bring deep data insight, industry expertise, and scalable solutions to every project. Our focus goes beyond the buildings—we prioritize resident well-being, financial security, community services, and sustainable building practices that respect the environment.

PDG is the result of years of collaboration among leaders in the field: Bryan Hollander, an expert in affordable housing finance; Michael Rodgers, an award-winning multifamily developer; and the principals of AGPM, a fully integrated real estate firm. Together, they’ve built a team rooted in experience, vision, and a deep understanding of what thriving communities need to grow.

Bryan Hollander

Bryan Hollander is the Managing Partner of Poplar Development Group, where he leads daily operations, growth strategy, and development planning, while also guiding public policy engagement and capital evaluation. Before founding Poplar, Bryan spent over a decade at Enterprise Housing Credit Investments, helping structure over $1 billion in LIHTC equity investments. He holds a master’s in city and regional planning from UNC-Chapel Hill and lives in Raleigh, NC with his wife and three children.

Michael Rodgers

Michael Rodgers is the Vice President of Poplar Development Group, where he leads the development, rehabilitation, and construction of affordable housing across the Southeast. With a background in both LIHTC syndication and hands-on project management, Michael has helped create and preserve over 2,200 affordable housing units using a diverse mix of public and private funding. His award-winning projects range from mixed-use, transit-oriented developments to large-scale community redevelopments with schools, childcare, and public amenities. Based in Durham, NC, Michael is active in local housing initiatives and youth sports, and lives with his wife and three children.

PROJECTS UNDERWAY

West Club Apartments
Macon, GA

Originally built in 1996 and acquired by AGPM in 2015, this 140-unit affordable housing community serves families and is preparing for a transformative rehabilitation, made possible by a 4% Low-Income Housing Tax Credit (LIHTC) allocation received in 2024. In partnership with In-Fill Housing (Macon Housing Authority), the redevelopment will include major upgrades to roofs, windows, doors, exterior lighting, and accessibility features. Interior improvements will encompass new appliances, HVAC systems, kitchen and bathroom cabinetry, countertops, plumbing and electrical fixtures, flooring, and full replacement of plumbing supply lines. The revitalized property will also feature new amenities such as a picnic shelter, community garden, gazebo, upgraded fitness center, and a modern playground. To support environmental sustainability, the project will convert from natural gas to electric utilities and incorporate new site lighting and enhanced security. Construction is slated to begin in Q2 2025, with completion anticipated in Q3 2026.

Forest Village
Fredericksburg, VA

Originally built in 1974 and acquired by AGPM in 2019, this 192-unit affordable housing community serves families and is undergoing a major transformation following a 4% Low-Income Housing Tax Credit (LIHTC) allocation in 2024. Renovations will include critical upgrades to roofs, windows, doors, exterior lighting, and accessibility features, as well as modernized interiors with new appliances, HVAC systems, cabinetry, countertops, plumbing and electrical fixtures, flooring, and in-unit washer/dryer hookups. The redevelopment will also bring new community amenities, including a multipurpose room, expanded management office, computer lab, fitness facility, and playground. A key part of the revitalization is a transition from natural gas to electric utilities, supported by a $10 million EPA loan to reduce greenhouse gas emissions. Solar panel installation and high-efficiency fixtures will further enhance sustainability. Construction is scheduled to begin in Q3 2025, with completion anticipated in Q1 2027.
